According to the Washington Post, a White House spokesperson has confirmed that President Barack Obama's economic speech is still expected for 11:40 a.m., despite the shooting events at Navy Yard.

D.C. Police Still Only Confirming One Shooter, But Pentagon, Navy Say Maybe Three.
A spokesman for the Washington Metropolitan Police Department helped to clarify why there are conflicting reports on the number of shooters loose at the Navy Yard.
"We're only confirming one for now," said Metropolitan Police spokesman Chris Kelly. "The Pentagon and Navy are confirming up to three."
Kelly said all three agencies have officers on the ground. Each is getting its own intel, so what each is willing to confirm at this point is varied. Asked why there isn't more coordination between D.C. police and the two federal agencies, Kelly said to stay tuned for a D.C. Police press conference coming shortly.

Gunman Was Shooting From Fourth-Floor Overlook: AP

Rick Mason, a program management analyst who is a civilian with the U.S. Navy, said a gunman was shooting from a fourth floor overlook in the hallway outside his office. He said the gunman was aiming down at people in the building's cafeteria on the first floor. Mason said he could hear the shots but could not see a gunman.

HuffPost reporter Christina Wilkie, who is on the ground, reports that U.S. Park Police helicopters are the dominant emergency vehicle at the scene, and appear to be landing in the Navy Yard and then lifting off again. Signs point to their use in the evacuation of victims. There have been at least four in the last 20 minutes.

ATF has dispatched a team of approximately 20 specially trained, locally stationed special agents to Washington Navy Yard to work with local authorities to address today’s shooting incident. D.C. Police Only Confirming One Shooter For Now, But Note 'Active Scene'
Despite conflicting reports that there are as many as three gunmen loose at the D.C. Navy Yard, a spokeswoman for the Washington Metropolitan Police Department said there is only one confirmed shooter for now.
Still, it's an "active scene," said Metropolitan Police spokeswoman Saray Leon.
Leon also clarified some details on the victims. Ten people have been shot, two of whom are law enforcement officers, she said. One is a D.C. police officer and the other is a federal officer who works on the Navy base.
The police have issued a description of the initial suspect as a black male with a dark complexion, approximately 5'10" to 6 feet tall, 170 pounds, with a black shirt and black hat. The police first received a phone call about gunshots at 8:36 a.m.
Leon said D.C. police may issue a press release and have a media availability later, once the situation has been resolved.

Navy Issues Press Release
The U.S. Navy issued a press release on the shooting Monday. The release mentioned both injuries and fatalities.
An active shooter was reported inside the Naval Sea Systems Command Headquarters building (Bldg. 197) on the Washington Navy Yard at 8:20 a.m. (Eastern Time).
Emergency personnel remain on scene and a "shelter in place" order has been issued for Navy Yard personnel.
